LBCC District implemented a $770M renovation and construction program on three separate campuses (2002 Measure E for $176M and 2008 Measure E extended for $440M, plus State funds). Bill Adams acted as Program Director from the initial start of the bond construction program for 12 years. Under his hands-on management, the management team provided comprehensive project and construction management services for the bond program, including site development and planning, area-wide planning, design management, project controls, financial analysis, project management, construction management and commissioning. Projects included smart classrooms, administrative offices, automotive and aviation technology, libraries, central plants and utilities, landscaping, and a solar parking structure.
